when to start bgr depends on when u want to get married... say u want to get married at 30, and estimate it takes abt 2 years to get to know a woman well enough to be sure u wanna marry her... add in a couple of years in case got problems finding the right one and etc... start dating at 26 lor
i'd say that one of the best times is during uni (that's when i met my wife)... but it's different for every individual, so do seek God's guidance. =)
